Request for Proposals - Development of a Business Case

Introduction
In 1997, as part of a resolution of legal issues surrounding the cancellation of the Kemano Completion Project in Northwestern British Columbia, the government of British Columbia and Alcan Inc. each contributed $7.5 million to create the BC-Alcan Northern Development Fund. The BC-Alcan Northern Development Fund Act was passed in 1998.
Nechako-Kitamaat Development Fund Society (NKDF), incorporated on August 18, 1999, is a provincial Crown Corporation established for the purpose of supporting sustainable economic activity in northern communities affected by the Kitimat-Kemano project and the creation of the Nechako Reservoir. The Board of Directors of the Society is appointed by the Minister of Jobs, Economic Development and Competitiveness from interested individuals from the region. The Society spends the income from its long-term investments on programs and projects that meet each community’s goals for sustainable economic deve¬¬lopment and community stability.
Statement of Request
The NKDF Board of Directors is inviting qualified consultants or firms to submit proposals to research and develop a business case with which to approach potential funding organizations to increase capital to sustainable levels to serve the investment area.

Proposals to undertake this work will be received until August 5th, 2020 at 5:00 p.m., Pacific Daylight Time (the “Closing Time”). Proposals must quote “NKDF Business Case” in the subject line of the covering email.

Proposals submitted in response to this RFP are done on a voluntary basis. NKDF is under no obligation to accept the lowest bid or any proposal submitted.
Project framework
The business case is a part of NKDF’s goal to increase its capital base from which to provide economic and community-building grants to the organizations and communities throughout the investment area.
NKDF wishes to retain the services of a qualified consultant or consulting firm to research and develop a business case, to be used in the Board of Directors’ efforts to obtain funding from potential sources.
The work is expected to begin on September 2, 2020 and to be completed by October 30, 2020.
The project budget is not intended to exceed $25,000, excluding GST.

The Government of B.C. and Alcan Inc. each contributed $7.5 million to establish the Northern Development Fund in 1999. The investment income generated from this fund supports the NKDF grants program. Each partner has one representative serving on the board of directors. The NKDF is part of the portfolio of the Minister of Jobs, Trade and Technology.
